This incarceration reduction Pre-Trial Supervision Program offers the local elected judges information to assist with determining bond, and allows for the opportunity to supervise offenders that would typically be incarcerated.
Failure to appear warrants, domestic violence charges, and some felony offenders are typically targeted. Offenders that pose a threat to themselves, harm to others, or have demonstrated a high risk or flight typically are not placed into this program.
Offenders that demonstrate a moderate risk that would warrant incarceration without supervision are also targeted. The Pre-Trial Program, at times, has accommodated Common Pleas Court fourth and fifth degree felony supervision, as well as bond checks for that court. The ORAS assessment tool is initiated on all Pre-Trial Supervision Program cases and the results are used for court sentencing purposes.
